The Future of the Campus Overlay Area

The UDC is moving forward without a Higher Education Overlay (Student Housing/Campus) to address rental density and other issues that affect the Campus Neighborhoods. Support for a study for the Overlay, which is recommended in the 2006 City of Duluth Comprehensive Plan, is including in Resolution 10-0388R which is on the consent agenda of the Duluth City Council July 19 meeting.

University Overlay District Gone from UDC

Here’s how you can help:

  1. All that are concerned about the removal of the University Overlay District from the UDC need to request a meeting with our mayor for answers/accountability for this decision – and, as soon as possible.
  2. Meet with city councilors and ask them NOT TO PASS THE UDC without this provision (University Overlay District) added back in.
  3. Engage your neighbors and residents that live in the affected neighborhoods to speak out – Most of them have no idea what is happening and how this is going to impact them.
